Car with temporary registration

Took delivery of a car on Tuesday in California,. It was shipped from Indiana and has no plates. We obtained a temporary registration in California and drove it to Rosarito on Friday. Aduanas gave us a really hard time about having no plates. Because we live in Rosarito, they eventually allowed us in,, but told us that the vehicle cannot reenter Mexico until it has plates. Problem is that due to the age of the vehicle (1981), California dmv requires verification of the vin by CHP, and they won't do that and issue the plates until June.

So who has the most ridiculous red tape - California for requiring a vin verification and taking 3 months to do it, or Mexico for denying entry to a temporary registration granted while waiting on California's ridiculously slow process?
