She may have trouble at the border, as Mexico limits the number of pets per person. The veterinary paperwork for the pets must also be quite fresh and comply with Mexico‘s requirements....to the letter!
Much homework will need to be done in planning the move, but seven is probably too many, for sure.
Next: Buying a home would be easy & not have any restrictions, but might incur problems with neighbors, or be limited or even prohibited in some fraccionamientos. Renting could definitely be a problem. Many landlords will not accept pets at all, while some may accept one or two quiet, well behaved, housebroken pets. If they are cats, the problem will soon solve itself, as cats seem to vanish quickly in Mexico.
