I am British and I live in Tangier. The mail system is very hit and miss. On average a letter sent from the UK takes around 3 weeks to arrive, give or take a few days either way. A number of things have not arrived at all. Yes, they deliver to your home, and if you are not there they leave a card and you must go to the Post Offce on the main boulevard (with ID) to collect the item. You can hire a post ofice box if you wish.
As far as Internet and telephone is concerned, I found this was one of the most expensive things on my household budget. After having tried several different services, I have opted for the Maroc Telecom MT Duo deal (http://www.iam.ma/PARTICULIERS/INTERNET/FORMULESDABONNEMENT/MTDUO/Pages/Tarifs-MT-DUO.aspx) which gives me a fixed line phone and broadband internet. Cost is 199 dirhams per month. If you want to make calls on the telephone you buy top up cards to increase the credit level. However, I use it only to receive calls. I also now have only a 'pay as you go' mobile phone. Used to have a monthly payment phone. I find that there are often special offers on the PAYG phone - e.g. pay 50 dirhams and get 350 dirhams of credit - that you do not get on the contract phone. So for what it's worth, that is my take on it. PM me if you need any further info.
