where to go?

Is there such a place where the cost of living is cheaper than the US. I would like to move to a small community like a beach town where the people will keep me young, and I can stay in shorts and flip flops. I love to fish and want to do it almost daily. I would love a small bungalo or small apt. I don't want a car, and want to walk to town to have a cup of coffee. I heard Panama is growing, but isn't the heat , humidity, and mosquitos too much? What about costa Rica, Mexico, or who knows. Please suggest a place. Internet searching is killing me.
