I want to move to south america would like info on a cheap place. I have limited income. would retire there. I dont need much. would like internet. or phone. would love to learn the language. and become like a native. Need information on something cheap for survival. thanks for any help.

You need to define for yourself what 'very cheap' is.
I suggest that you sit down and set a budget. How much can you absolutely count on coming to your account every month? Now immediately take out 10% for savings! OK, now expenses that you have that will go with you? Perhaps an old loan or special medicines you need every month, etc.
Then what is left to spend for rent, food, clothes etc? (Yes I know your medicines will be cheaper where ever you go but for the moment count the price as you pay now.)
Once you have that figure then go looking for a country that suits you. There are many webgroups that discuss rents, foods and doctors prices. Some places like Bolivia and Peru are pretty cheap. Then create a list of possibilities that you like.

I am already in SA. We are in Chile and moved here 6 years ago. We are quite happy with our decision and are just building a house where we will have spare rooms for rent for people who want to try out life in Chile on a gradient.
But you may find this country a little more pricey than you have in mind. While a bargain in some ways it isn't the super cheap, live in luxury on almost no money places you hear stories about.
If you decide to visit Santiago though definitely give us a call!

You don't need to go to South America to find what you are looking for.
There are many places in Panama where expats live very well on $1000 a month income or even less.
If you like beach life, Las Tablas or Puerto Armuelas would be ideal. I know a lady in Las Tablas renting a 1 bedroom house for $80 a month. In Puerto Armuellas, you can still get a house right on the beach for about $340 a month. Further away from the beach is even less.
If you like the mountains and sprring like weather year round, then Volcan or Sante Fe would work ideal for a limited budget. A friend is renting a 3 bedroom 2 bath furnished house near Volcan for only $300 a month.
A filling lunch or dinner is only $3.50 a plate, includes tea of lemonaid.
Of course, there are many other places in Panama where you could live on even less.
I really the natural beauty of Panama. The people are so friendly and helpful. They grow food year round in Panama plus we have fish from the Pacific and Atlantic plus many rivers and lakes.
YOu can see a doctor at the public hospital for $1.50.

You can move to - 1. Cusco, Peru 2. Vilcabamba, Ecuador 3. Sucre, Bolivia these place are quite affordable as you haven't specified any given figure so will be little difficult to suggest the best place. I live Weston, Florida(North America) and it is quite expensive as compare to other state of North America. But I can enjoy here and affordable for me. I am big foodie and here is a buffet. There are many places in Panama where you can rent a nice one bedroom house for under $200 a month. Las Tablas is a good example. Food is affordable because it is all grown locally. The Social Security Hospital is $1.50 for a doctor visit.
You will either need to get a residency visa or leave the country for 3 days every 6 months.
The pensionado visa will give you many extra discounts on everything from eating out, movies ( $2), doctor visits, sporting events, airfare, etc...
