Do I really have to be moving "to" a country instead of "away" from mine?

All the conventional expat literature I've read says not to move to another country because you want to "leave" your country of origin, but because you want to move "to" your new country - otherwise you will be unhappy, have the same problems you left, etc.

Why is this the case? Is it not sufficient to no longer want to live in your country of origin (for whatever reasons - politics, freedom, taxation, wars, etc.)? And therefore just want to move to a different country to escape the things one no longer believes in?
