Well I'm going to guess you are an American since you use the term SSDI. You know, not everyone is an American and will not recognize those initials. Writing a question as if they would is rather presumptious.
The question is not where are other people living on a low income, the question is where can YOU legally live on such a low income. Someone with a second passport for country X may be able to live there but that does not mean you can.
So the first thing for you to do is to figure out where can you legally live. Have you researched that?
Generally speaking, there are 2 ways someone can move to another country in a situation such as yours. First, they have citizenship that allows them to live in that country or second, they have enough income to qualify for a visa to live there.
Spain for example will let you retire there if you have an income of $30k/year or more. Obviously, you wouldn't qualify. Other countries have similar visas available and you need to do the research to determine if you would qualify for one with the income you have.
It isn't where can you afford to live, it is where can you get permission to live and afford to live.
