Well, countries where you can get the legal right to live. Countries that meet your other criteria.
You are the only person that knows what criteria you want a place to have along with decent healthcare. There is no point in asking people to list countries without knowing what your criteria are.
The more relevant background info you provide the more relevant responses can be. I could list Switzerland for example as they have excellent healthcare but there is no point in listing it if you can't afford to live there and/or can't get legal residency.
What are your pre-existing conditons? What income will you have to live on? What kind of weather do you want? What passports do you hold? What activities/interests do you want to be able to pursue? What is your tolerance for things like crime rates, power outages, poor roads, etc. etc.
You mention Costa Rica. Nationmaster.com lists it as the 4th highest in terms of robberies with 527/100k population. Compare that to the USA at 146/100k. Those living there generally will agree that while your life is probably reasonably safe, you have a higher chance of having your house or car broken into. Are you OK with that statistic?
Numbeo.com lists Costa Rica as number 41 out of 123 listed in terms of cost of living. Are you actually aware of how the cost of living there compares to other countries or does, "I know.....a low cost of living", just mean you have heard it is low but haven't actually done any of your own research to determine if it really is or how it compares to other countries?
There are 200+ countries in the world. You have to decide on YOUR critieria to narrow that list down. Asking others to GUESS as to which might suit you is a waste of time. Your time and their time.
