Best beach city / low taxes to live?

Hi everyone!

I hope you are fine today. I am 31 years old expat and I currently live In Panama City, Panama. I like it here, but not completely. I am looking for a new destination. Currently considering Bahamas, Bermuda, St. Lucia, St. Vincent and the Grenadines, Costa Rica and the such.

My requirements are, in order of importance:
- Good beaches and surfing, good weather
- Low personal income tax (or zero)
- Good medical care and insurances -does not matter if expensive-
- Low crime rates
- Country should not be very densely populated
- Decent private schools

Panama is good, but people are not very nice and going to surf takes 2 hours driving from the city. Crime rate is too high for my taste.

I'd love to hear your comments about this, do not limit yourselves to the caribbean! If you know of a very nice place to live with the above characterisitics, let me know please!
