Temporarily relocation from US with family

Hello! I am seeking some advise on "where to start". Our short story: we are a family with 2 kids (7 and 2), living in US. Last summer my husband lost his job, and he is still unemployed. So he decided to go back to college.
I have a small teaching business here, which supports us financially right now.
What I am thinking is while my husband is in a college, he can take on-line courses, to relocate, experience life in other countries.
I came several years ago from Russia to US. Some I somewhat know a bit about relocation. But I was single and my husband and his family welcomed me here.
I think its a great opportunity for us right now as a family to travel. My daughteris home schooled. We don't have any ties here. If we ever to do it, I think its a perfect time.
Which countries should I start searching? Ideally, it should be safe, low cost of living, easy internet accessibility, opportunity to find a part time job to support a budget a bit, a decent mediacal care.
All advises would be highly appreciated! Even if it would be advise to stary where we are:)
