The USPS tracking service is very unreliable. I have always received an item sent to me via USPS before its tracking service can tell me when to expect it.
Their delivery service is good ... tracking is worthless.

I sent another package on February 4, 2016 and the package was delivered already with the same receiver . My problem is the first 2 packages because it has been more than 3 weeks and the receiver have not receive it. I have no idea how to trace those two packages because the USPS told me that they can't help me. USPS said maybe the Philippines postal office didn't send it yet or maybe it is in US custom already.

I also tried another tracker website and it said that the package was shipped on January 27 @ 7:48 and it is on transit. I don't know what to believe anymore.

Ask the receiver to go to his local post office with the tracking numbers and ask if they can help.
