Hi, I just wanted to reach out to some of the expats on here to see if you have any information!
I was born in Pakistan but I am not a Pakistani national/citizen. I am looking for contact information for the Union Council in Rawalpindi to get a letter regarding my birth records. The problem is that I live in the US and I have no ties/contacts in Pakistan. Also some phone numbers are listed for Union Council members BUT NO ONE PICKS UP. If there is someone out there who has information or who can refer me to the right person to contact the Union Council, I would REALLY appreciate it. This is a time sensitive matter and hope I can find someone who has the answer. Thank you!!

I don't think you need a birth certificate. I am in the same position, and I have never had a problem not having a birth certificate. But then, I live in France. At least in Europe they realize that before a certain date Pakistan did not issue newborns with birth certificates. So, depending on your date of birth, you should tell them that you do not have one. And, if you have no family left there, just tell them that too that there is no way to get one. Also, I think you have to be there in person to apply. Failing all that, call up Pakistani Embassy in the US and ask them what to do. Sorry, I couldn't be more helpful.

I am a lawyer herein Islamabad in the neighboring city of Rawalpindi. Before I offer to help, i would need certain information. When were you born? Was your birth recorded at a hospital or local government institution or not? Do you have a Pakistan-issued document that would prove your birth here in Rawalpindi? Is or was your family registered with NADRA the national registration authority. For how long after your birth you remained in Rawalpindi? Your parents nationality and their ID documents. I will be glad to help or at least guide you through the system which is now pretty well managed currently.

They will have to establish their birth connection with this land through some early education certificate, land record, or some thing which would establish that they were born here. Most such birth record is not well archived and not easy to retrieve information.
