I haven't tried to get the discount on air fares, but I have tried it on hotel rooms. Hotels will be hapy to give the jubilado discount, but the discount is based on their "rack rate", which in my experience is always quite high. I have always been able to get a lower price than the jubilado discount rate by booking ahead or just asking. I suspect it may be the same for air fares.

I get 25% off my flights that originate in Panama from the airline office. I show I am a resident, that I qualify, and bring them the best fare that I have found online. The 25% does not apply to the taxes and fuel charges, only the base fare.

........and this is especially nice if you plan a South American tour and leave from Panama. Book a flight from Panama to Uruguay or Argentina, and the Pensionado savings are amazing. On the way back from Argentina/Uruguay to Panama, you take short hops through Chile, Peru, Ecuador and Columbia, and then back to Panama, but the initial big costly flight is discounted an amazing amount because of having a Pensionado. You do the return ticket from nearby Columbia, probably Medellin.

Travel within Panama by air has the Pensionado discounts, as do flights to North America, including return flights. And that includes flights anywhere in the world. A few of those trips and you have paid for your Pensionado costs.......
