ok, I always try to turn a negative into a possitive, any ideas ? I bought rop land, unknowingly. And 8 years later I read the law myself and realize I can not build on it !!! because it is within 22 meters of high tide..... Now Im thinking about buying a house in town and camping on the land, with a RV , etc....Will this work ? or is the land useless....a 30,000.00 mistake

There are a great number of structures that you can purchase, that are not considered permanent. If you can haul it away if the authorities consider it unacceptable, then you are good. I put a dome on ROP land and no one said a word. Didn't need a building permit or anything. I had a few officials stop by to inspect it. I used solar for electricity and a chemical toilet or a thunder down under version which is better than our original bucket and chuck it. There are some very modern devices out there these days to get rid of human waste products. I used to rent it out, then sold it eventually with the ROP land. There are lots of structures out there that are not considered permanent........you just have to find one that is suitable..........

Didn't you have a reliable lawyer, who would of told you not to do it or at least advised you of future problems? Good Luck you need to talk to a lawyer now.

i have a very prominent lawyer, he was brought in after I had already bought the land. he wished I wouldnt have cause he knew it would be a hastle...in some places peopele have built this close, he showed me. How they got away with it is beyond me ?

I don't know where your ROP land is. Some people ask the local mayor and take him out to dinner and maybe even pay him some dollars to look the other way. I had a builder once who knew everyone in town and would buy them all beers, so he never needed to get permits and inspections were non existent. Some people just go ahead and put something up and wait to see if anyone comes knocking on their door. It would be difficult for me to recommend anything and maybe these days with more and more people moving here, things may be more difficult than they once were. In fact, I am sure they are, but you can still get away with lots here that you could not in North America.

An RV is not considered a permanent structure as you can drive it away. They are cheap here with people driving them down and wanting to get rid of them with a tiny resale market. You told me a resort was trying to buy the property from you so why not sell and buy another piece with clear title. You might have to walk to the beach but you can stay in an RV on it till it sells. You might even be able to get a septic system. An engineer has to design it but they don't inspect them or even where they are. You have to take the engineers drawing to Salud and get a permit.

hey dirt, I just wanted to make it plain, that you can build on ROP land, it's not the fact that it's rop that you can't build it's the fact that you can't build that close to the ocean. If your rop land is beyond that high water mark then you can build a home on. but just not pass that point.. In fact you could own the land with a title and still not be allowed to build past that mark.. many have down so tho but it is illegal.

How far is the rear boundary from the high tide mark? You could probably create something comfortable with one or two sea containers.

If you decide on sea containers, BEWARE::: STAY AWAY from a company known as Container Living Concepts and its manager Miguel Angel Batista Cerezo. He sold me a 20 foot container for 2400.00 and never delivered. I have filed a complaint against him and his company. Miguel uses Encuentro 24 to advertise. Google Container Living Concepts and you will read my experience.

Have you checked out applying for a concession to build? What area did you buy in? In Bocas del Toro many people build over and in the water with a concession and local building permits. You would have to check with an attorney, of course. Maybe you can build a rustic rancho. It may be better than camping.

my land is on a hill.... the ocean is not a threat, but it is very close, i would say a hgouse would be 40 feet from high tide line...but say 8 feet above it ?

dirtbikerdr, No one can answer your questions and if they did it would be irrelevant. You need to get your butt down here and talk with your local Alcade with your attorney if possible. There are many forms of non=permanent residences, a manufactured steel building would be one. It can be erected and then dismantled. You need to bring several ideas with you and see which one flies with the local Alcade. (Mayor) A nice lunch wouldn't hurt. With a little finesse it is not as difficult as it seems. I would be happy to come and help, but my time and travel expense is not free.

You not only can not build on it, but it really isn't yours. rop on that land is bulll shot.. anything in the range is public use only. that is the reason you can't build on it, and I for one can't understand why anyone has a rop title to sale you to start with. sorry bro, it suks

Have you considered selling your ROP "rights / ownership" to the owner of the mansion? This would ensure that the ower would have a clear view / path the the beach area. You might not sell it for all you bought it for, but you could recoup some of your money though.

A yurt could be a good idea, set up for the months living there, take it down and store it when away. A rancho would be great for year around living much roomier. Go visit Estero Rico in Chiriqui. From Concepcion head straight into the coastal plane about 40min, last 5 miles on sand. There are about 70 or so ranchos there that families built and return to year after year, but anyone can use them if vacant. It is "Fiji like" (in my mind) If the tide is high a boat will take you across to the beach for .25cents 5 years ago. Love that place, everyone living nearby should visit.

@DirtBiker: I hope you make money. The HUGE difference between the value of you land and the $300k lots behind you is that they have title of their land (as in they own it). I am assuming those lots are freehold (titled lots). Yours is ROP land, which means you do not own it. Huge difference in price and marketability. My point is to see if there is interest in you ROP land from the lot owner behind you. If there is, I would sell and move on to something (land) that you control 100%.

My attny says it is legal yom camp on the land...so i will buy a ikea tempirary shelter and set it up 3 months out of the year and luve off the grid there during surf seazon then put it away...if the resort dont like it they can buy me out
