New property Taxes proposal for PTY

I apologize for sending this in Spanish. I just received it from Panama and it concerns me very much since the intention appears to be that the government has a thirst for $$$. The solution for this thirst is applying new taxes to real estate and make these retroactive 20 years needless to say, many folks will loose their homes if the law is approved in the second debate. First debate already approved. This is scary to say the least. See for yourself::

Buenos dias compañeros y amigos.
El viernes pasado la HD Zulay Ridriguez se presentó en Chitre (Univ. de Panama) y La Villa (Consejo) para informarnos sobre la ley que el gobierno actual está impulsando. La ley 37 de la descentralización casada con la ley 8 de revalorización de los precios catastrales de fincas a nivel nacional.
Actualmente toda finca con un precio catastral de 30mil para abajo no paga impuesto. Esto se va a eliminar y se pagará desde 0 para arriba. Según la tabla presentada el impuesto más barato oscila entre 80 y 90 dólares mensuales. Otra letra mensual por el resto de la vida. Los más pobres seran más pobres y los ricos más ricos. Ejemplo. Una persona que tenga 10 hectáreas y sólo vive de lo que él produce para su propio consumo y no tiene otra entrada económica no podrá pagar los impuestos. El gobierno a través de una empresa de los Mota expropiará la finca y se rematará por el monto de los impuestos adeudados. Además, la ley 8 establece un retroactivo de 20 anos. Es decir, que cuando la ley se aprueba, ya su casa tendrá una morosidad de 20 años.
Según la HD Rodríguez, en 5 anos el 40% de las familias panameñas no tendrán casa propia.
Hay que transmitir a todos nuestros amigos y familiares la esencia de tan nefasta ley. Que perjudica a las familias de clase media baja. Y destruye el propósito de la Reforma Agraria que Omar Torrijos estableció para que todos tuviéramos una casa digna donde vivir. La ley ya pasó el primer debate. Mañana lunes va a segundo debate.
