Estas son algunas observaciones de la Ley 37 que esta impulsando el diputado Javier Ortega.

La ley 37 de desentralización esta casada con la Ley 8 de revalorización de los precios catastrales de fincas a nivel nacional.

Actualmente toda finca con un precio catastral de $.30,000 dólares hacia abajo no paga impuesto.

Esto se va a eliminar y se deberá pagar sin importar su precio por mínimo que sea. Según la tabla presentada, el impuesto mas bajo para una vivienda de dos recamaras esta entre $80.00 y $90.00 dólares mensuales. Otra letra mensual por el resto de la vida.

Los pobres serán más pobres y los ricos?
Asi una persona que tenga 10 hectareas y sólo vive de lo que el produce para su propio consumo y no tiene otra entrada económica no podra pagar los impuestos. Entonces el gobieno a través de una empresa que designen y que ya de antemano se dice que es de los Motta expropiará la finca para luego ser remata por el monto de los impuesto adeudados.

Ademas, la ley 8 establece un retroactivo de 20 años. Es decir, que cuando la ley se apruebe ya su casa tendra una morosidad de 20 años.

Hay que transmitir a todos nuestros amigos y familia la esencia de tan nefasta ley que perjudica a las familias de la clase media y baja, y destruye el propósito de la Reforma Agraria que se establecio en Panamá para que todos tuvieramos una casa digna donde vivir.

La ley ya paso el primer debate el lunes se va a segundo debate.

I heard that with the decentralization this could be topic for discussion.

They want money. There is a Diputada that have been fighting so this law is not enforced. She has been saying that poor people with houses will not be able to pay back taxes and will be on the streets forced to sell their properties.

If you think about it .....perhaps the 20 years exoneration will be ending? What about if you sell before the 20 years? This will not be good news for the construction people which are already suffering the soft market. Two realtors I have talked to mentioned that the market is very slow at the moment. Hopefully, this will change in future.
