Coming to Paraguay? Be prepared to be stopped, these guys have taken roadblocks to a new level. It seems like roadblocks are the norm in Paraguay, everywhere you go these days they have one set up. I have been here only a month and already I have been stopped three times! Its ridiculous, this country is truly a Police State!

How are African Americans treated? Do you mean Blacks? Or do you mean someone born in Africa who migrated to USA?

UPDATE: Yesterday as I drove around Encarnacion there were three ROADBLOCKS! Addtionally on the 30th & 31st there scores of Roadblocks along the major roadways. What is going on here is mind boggling! Unless you know a local that can guide you around do not come to Paraguay! They are now getting ready for the Festivals sponsored by the beer makers then the Police wait for you as you leave and here they have a Zero (0) tolerance for drinking and driving unlike other Democracies that have a tolerance of .08. Meaning if you just have one sip they will throw the book at you the same as those that drink 3 or 4 bottles. They say they want tourist to come but their actions indicate otherwise! My recommendation is to go to Mexico or any other nation that have laws that makes sense! Here is nothing more than a tourist trap! You have been warned!
