Italo/Argentino Moving to lima

I`m italian/argentinian living in miami, buit i have plans to move to lima soon. I want to open my own bussiness. But i have no idea how much does it cost to live there.
And while i get familiar with the city could i work anywhere?
Do i need a work visa?
Anyone in my situation?
