I live in the Peruvian Amazon, have worked extensively in Lima.
Jan-March, maybe 2 weeks into April is Equitorial summer in Lima and the weather is perfect, 18-24 degrees, breeze off the ocean, beach weather at its best. Great time to try the ceviche at the outdoor cafes.
The rest of the year gives Lima its local name "Lima la Gris" or Lima the grey, generally thick fog, temps of 15-20 deg. and damp, the humidity is actually higher here than in the Selva. Kind of reminds one of winter in San Francisco, California. Dreary and depressing if you have to spend much time in it.
Dangerous? Less so than Washington D.C. or Rio de Janeiro maybe more so than Omaha, Nebraska. Like all big cities it has its good and bad areas. Great night life in Miraflores and San Isidro, stay out of (parts of) Callao after dark. Just take normal precautions, don't flash the cash, jewelry or ATM cards. Leave as much of that as possible in the hotel safe.
