There are lots of experiences about this question. Yes, it is relatively safe for teaching English. If you're a woman, you'll want to find a neutral location or somewhere that there are other people around. I taught English in a business environment, and the students came because they wanted or were supposed to come. Others have people come to their house or do it virtually by computer. Payment for English lessons varies enormously. The most I was able to get was $18/hr, but I think I was very lucky. I think from $7-12/hr is a good average. Some people do groups and make more money, but they are more difficult to arrange. Advantages of teaching English are that it is easy, if you are a native speaker, and relatively easy to find students. Most want to hire or pay a native speaker. You can set your own hours of availability. Disadvantages are that you don't make any money during holidays. There are no frills, lower pay, and you need to really work at it to earn enough to survive well. There is a ramp up time until you have the students you need, the materials they will need to use, the location, and system. There are gallerias to buy new and used English language teaching books and student workbooks that you get to make photocopies for students. You might advertise in the classified ad section of El Commercio to get students. Good luck!
