opening bank account

I have been told that it is quite difficult to open a bank account in Peru as a foreigner, even if you have the Cedula de Extranjeria. I would like to know more about this. Also, if it is possible to buy real estate.

first the real estate:
you can own real estate here without being a resident. You will use your passport # for any documentation.
second, the banking:
Without a CARNET de Extranjeria you are unable to do banking. To do banking you must be a resident. This is what the Carnet makes you - a resident. With it be assured you will be accepted by any of the banks here.

Be very cautious when buying real estate.

Thank you. I think the problem with opening the account is when you go there as a rentista o pensionado and, therefore, do not have an employer. It seems that some people have encountered that obstacle. It is absurd, because if Peru grants a visa as rentista, then banks should not impose requirements that these people would not meet. Could you please recommend a site, or somebody I could call, to find more about these issues in Peru?

If you wish to get Credit then you have to show experience in Peru. This goes for Citizens with their DNI or anyone with a Carnet.
When opening an account here it has two sides. One for soles and the other - dollars. You are also issued a Debit card to use against your available balance. Naturally - Debit is self funded so there is not credit involved.
There are a few grounds that can be used to get the Carnet de Extranjeria. Once granted it serves to show Legal Residency and THE BANKS WILL WITHOUT FURTHER QUESTION open accounts.
The rentista or pensionado term implies that you have income over $1,000 per month from some sources and is verified by the Carnet application processes.
You will not be denied banking priveleges. Your Carnet validates you at all banks BCP, Interbank, Scotia, Continental and others.
