I was told that I had to have an on going flight out of Peru before entering Peru. I was just going to take a bus from Cusco to La Paz Bolivia so do I have to have a cheap throwaway ticket to fly to Peru?

I plan to be staying in PE on my next visit. DO NOT want to shell out for any return fares.
Can I buy open bus tickets at Chave international? To, like, Nabale y Loja?
And are open bus tickets good for 170 days ahead for my 3-month exit and re-entry to PE?
