I plan to be in the Philippines for three or four months. I was there before but this time I won't have a permanent address. Is there any way I can receive mail/documents while I'm away? Is there such a thing as general delivery and if so how does it work?

There is basically no mail service in the PH.
What does exist is unreliable, slow and things tend to disappear.
You will find that this is true of pretty much every 3rd world country, at least every one I've been in.

Any documents that REALLY matter have to come by a service like Fed-x, UPS, DHL or something similar,,, VERY expensive.

I have lived in the Philippines for eight years and have had a good experience by renting a post office box at the post office. I think it is P600 for six months or P1000 for a year. This takes one link out of the delivery process and you can retrieve it at your convenience. Anyhow, I have received international and local mail delivery that way without incident for many years.

As said before the mail here is really bad very slow and things can go missing. In the UK we can pay for mail to be redirected cost a bit of money but a letter can take 2 to 3 weeks to get here if at all. Not easy here. Beat have your mail sent to family or good friend they can open it email or call you on viber or skype and tell you whats in the post. I did this for a friend for 3 months in uk
