If one buys a block of land from a major developer and pays cash what would be a reasonable period of time would one have to wait to have clear title to the land (just land)? Does 15 months sound reasonable? Any advise is appreciated :)

Its normally a period of 5mths max. Sometimes what happens after that period is the previous owners will tell you that they owe tax on the property and they cant get the title untill its paid, so guess who's gonna pay it? And sometimes after you pay it, they decide to keep the property. I hope of course that this does not happen to you, but be aware it does happen here.

Brian Huntley - We bought our two bedroom home in December 2012 just as the land registrar retired and a new one was appointed who refused to process our title change.. There are a few liens against the title dating back to 1965 and in total amounting to not more than $90, and no one knows what happened to those 3 individuals who loaned money to the original owner now deceased. We were told we had to wait 2 years. We paid all the fees twice (over $300) and still the title is not transferred to my filipina wife. The lawyer for the vendor said he could get it done. I met a Filipino man who specializes with this kind of land title transfer barrier and he told me he could do it in Quezon City (as opposed to Toril, Davao City) Officials practice different policies in different regions. Money makes the world spin in any case so maybe someday though we were told in Toril not to try again to get the title transferred.

I just spent over an hour watching poochewer's link and after working at Kennedy Space center for years on the shuttle program I can say without a doubt that it's the biggest bunch of rubbish I have ever seen.
