Registering in Poland as self-employed EU-citizen

I read that, as an EU-citizen who wants to work as a self-employed person in Poland, you should provide a written declaration on the entry in the National Court Register or the CEIDG. However, in order to register my business in Poland, I first need a PESEL-number, which I cannot get before registering myself/having a residence permit. So, it seems to me that before I can register my business I first need to register myself/my own residence, but before I can register myself I first need to register my business...

Does anyone know how to get around this? Thanks a lot in advance :).
