Hi, I am an American living in the Alentejo. I want to buy a car (new or used), and was told of a certain time period before or after temp residency that will allow me to buy without sale tax. Any idea?

I don't think that will apply to you... you can import a car if you've owned it for at least a year and do so within 6 months of registering in Portugal. You can't then sell it for another year
