I have been offered a job with salary 9400 QAR, accommodation is provided, just wanted to ask is this enough to survive? is IT a good or just okay salary?? I am married and have a daughter one month old.

Depends what your expectations are:-
Any accommodation will be QR 6K+, if you don't mind a long commute, family accommodation will be more. KG/school fees are eye-watering expensive.
You will never get a salary rise, yet rent, school fees, food, will increase every year.
My advise: look for a job somewhere else.
