Licence for Fortune Tellers

Hello all! Odd question but do you know if the bill that was proposed in 2011 that fortune tellers in Romania could face fines or a spell in prison if their predictions fail was actually passed into law?

I know that fortune tellers are now taxed at 16% like everyone else but I wanted to know whether the subsequent bill that was introduced in 2011 to fine them for wrong predictions made it into law.

From searching on Google, I can see that there were news articles about the bill but there's nothing at all about whether it became law.

I would think a fortune teller should be able to foretell the answer to that question without Google or any other legal advise?!
