Though not an expat living in Vladivostok, I was sent there last December for work. Vladivostok does have crime problems, yes, but things have improved dramatically over the last few years. In my opinion the safety issues are not a major concern there anymore, and I know expats who have lived in the city for several years who have told me they thoroughly enjoyed it there. It has a good night life and some excellent restaurants. I regularly walked around the center of the city at night and felt perfectly safe, though like anywhere there are places best avoided!
Tour services for Vladivostok and Primorsky Kray are expanding, and my understanding from friends in Vlad is that tourism is increasing. Though Vladivostok is a very interesting city, and I would encourage anyone to go, you should also explore other parts of the region, especially if you are interested in hiking, nature, etc.
I will be returning to Vladivostok for about 2 weeks in July, and will be able to provide more up-to-date information afterwards.
