we are a new hire expat family based in the eastern province of Saudi Arabia and are looking to buy a pet kitten to join our household. Do you know of any good pet shops or cat breeders in Dammam, Dhahran, Khobar or Al Hasa ?

20 years I ran the vet clinic at aramco. If it's still in existence I'm sure they have lot's of cat's available.

We are no longer in SA, but within the Aramco community there were bulletin boards on which people advertised items for sale or to give away--such as cats.

It seems as if you don't work for Aramco, but you might hear an American accent as you shop in one of the towns you mention. This might put you into contact with an Aramcon whom you could ask about kittens advertised on a bulletin board. A couple of phone calls might solve your problem.
