Empadronamiento and Best Neighborhoods for good schools

My family and I will be living in Spain beginning in Jan. 2017. I would very much appreciate any advice on the best middle-class/upper middle class neighborhoods (they don't have to be rich and fancy) in Madrid (Retiro? Palacio? Chamberi? ) and Sevilla. We are just looking at nice, safe, semi-quiet/peaceful neighborhoods that are easy to navigate since we don't think we will buy a car.

Also, I would love any guidance on the "empadronamiento" process. I understand this is where you go register your children so that they can attend a public school. Is it done during a specific month? Can it be done on a tourist visa or do you need a resident's visa?

Any guidance is so greatly appreciated. Thank you very much.

I can't give you advice about what area of Madrid to choose but as far as the 'padron' goes any foreigner, legal or illegal has the right to register on the padron.You will need to do this at the local town hall(Ayuntamiento) for the area you decide to live.Passports and a rental contract will need to be shown but consult the Ayuntamiento for a complete list. It shouldn't be too much of a drama as the Spanish are pretty laid back about this sort of process.
