access money at overseas branch

My uncle is retiring this year to Taiwan.
He currently receives Social Security via direct deposit.

SSA does not have IDD for Taiwan.

He is thinking that he would open an account at HSBC or Citibank here in the USA. His Social Security would be deposited there.

He would withdraw the money from the account at a branch in Taiwan.

Does this sound reasonable?

Or are there better options?
