If you speak with the alien police they can tell you how the work permit will be issued.

Being sponsored in by a Dutch person in your situation provides the right to work.

When I did it it was stated on my residence card but I was not able to work until I had received my residence card as that was the proof.

However once you apply for residency based on sponsorship you can also apply and quite quickly receive your sofi number which I think is called BSN nummer now. Basically a dutch social security number.

I moved there in mid 98 and the laws have changed a few times since then. But the work permit question should be quickly answered by the person handling your residency application.
