Are work-permits really necessary for many simple jobs?

Hello all, I am coming back to Europe soon after not living there (or being a citizen of) in over 20 years. My question is: are work-permits either easy to obtain for simple non-degree jobs (or, are they sometimes not necessary for temporary work especially if one does not have a degree)? How are US citizens (or other foreigners) obtaining these bar/restaurant jobs?
