I keep a blog which you can read following the link: http://lawyer-advises-how-to-live-in-ukraine.blogspot.com/
There you will find all cases for obtaining temporal or permanent residence. I will sited the respective laws in there so all those cases are not what I heard from someone but what the law says.
If you do not have Ukrainian residency and you are from a country that has a visa free regime in Ukraine (e.g. the US), then yes you should shuttle every 90 days. All the time it was quite obscure how to determine the starting point from which your 90 days have commenced. But recently they finally made it clear. A border guard just takes your passport and calculates 90 days from the present day.

I have two passports, I benefit of working overseas as a contractor. Could I in essence leave Ukraine before 90 days, then re-enter with my second passport? This would allow me to stay all year and nor have to worry about the 90/180 day limit, yes?
Anyone ever hear of someone doing this successfully?

I heard about such cases and they were successful. However it is about a number of days spent in Ukraine but not about which passport to use for entering it. So it is purely illegal and if you get caught, you will pay fine, will be exiled and banned.

Penwriter gave a politically correct response, and I am still chuckling! Ukraine is Europe's second poorest country. Expats living in Ukraine (legally or otherwise) contribute millions of dollars each year to the local economy and yet, 'if caught, (we) will be fined, exiled and banned". Does that make any sense to anyone?
Next week I will give you an update on how those of us who do not 'legally' qualify for long-term residence in Ukraine get around the 90-day restriction.
