I am trying to help a friend, who is stuck in Odessa, Ukraine. He has over stayed.
Does anyone have any ideas. Of what to do?

Define "stuck"? If he is American, should be able to leave, just not come back or get fined. Can't see them not being able to leave.

My friend has been there for about a year, trying to get out, with his camera equipment. He has encountered mostly non-English speaking people. It has been difficult finding someone, who wants to help.
Any suggestions?

Tell your friend to fly out through Kyiv. He will probably have to pay a fine of 850 grivna and forbidden to return for 90 days (91 with travel day). The Border Guard are fast and efficient. At the passport control they will take him to a small office. Give him a document. Then He will have to go to the bank on the ground floor and pay the fine plus a bank service fee. After this he will return to the office and give the documents to the Officers. They will walk him back to the same Border Guard booth for processing of the passport. After this he is home free. It is a good idea to start this process 3 or 4 hours before plane departure as there are many people in similar situations and in a line to complete the process.

Get a lawyer. Honestly...you still haven't said what the issue is. They won't let him leave? They won't let him take his camera gear? Where is his citizenship? What do they say he needs to do?
I am headed back to the U. S. next Sunday if he needs me to take back some equipment. Other than that, I would hire an interpreter the next time he went to the airport. Or take a train to Moldova and fly out from there.

The problem is cash. He isn't' allowed to leave to get cash and I do not have access to the funds.
Is there any way, they would let him leave to get funds. They are telling, him, no.

Dear smmoravec He has a lawyer, but it ended up with him having to pay some astronomical amount or at least, that is what I thought.
I don't have access to his funds in the US. It's a very long story, but he said he would like to speak with you, if you could offer him any suggestions.
He is a US Citizen of Dutch descent and wants to follow the law.

I would like to thank everyone, who responded to my plea for help message. We still need assistance in leaving this country, even if it is no more than translation.
It is very difficult to explain the situation, but I can give you Steve's number, to contact him.
This is his first time in Ukraine & he thought he would only be there for 2 weeks. He had to stop filming because of weather conditions & was delayed.
He was not aware of the laws there, which he thought was like other countries, he had visited.
This caused him to be there longer.

There are many translators in Odessa, Western men travel their every day. He can do a bank to bank money transfer for a 7% bank fee.
