Affordable safe short tem lodging

I am planning a trip to Uruguay starting in September and lasting for 3 to 5 months. I'm using this trip to find out if Uruguay might be a potential retirement location in the near future. While visiting Uruguay this fall, I was wondering if anyone had any suggestions for affordable and safe lodging accommodations within either Montevideo itself, or even one of the nearby coastal communities, such as, Atlantida ?
Any advice or suggestions would be truly appreciated.
