Salto is a major tourist spot in cooler weather for both locals and those from Argentina etc because of the hot springs. I know that the hotels are almost fully booked in winter and the popular ones are sold out months in advance. People wanting a lower cost vacation will visit the public hot springs and stay at private homes or camp grounds.

This realtor has a few rentals such as these apartments which range from $350 US approx. to $660 US unfurnished and longterm. You would probably need to put down a five month deposit and pay the realtor a one month fee as well.

The Facebook groups Uruguay Expat and Uruguay Expat Community may have people from the area although the last time I saw someone asking about Salto there were no responses.
