This is someone's experience recently.
I just opened a bank account with ITAU bank in Maldonado (next to Punte Shopping). It was all done in English with very helpful/friendly assistance and very clear guidance on just a handful of documents needed - passport, utility bill from here, bank account from originating country, salary proof, tax return and three references. Account was open inside 2 weeks.
Others say it is easier in smaller towns than in Montevideo but I don't know if that is true.
There used to be expat lunches in Montevideo Not sure if they are still going. This is from last year.
There's one that meets at Felini's in Pocitos at 12pm on Sundays. It's a good restaurant but pricey. In the past, it's been loud and cramped, but the last time we went it wasn't like that. I believe they have new owners now. The restaurant will require you to eat.
There's another meeting at 2pm on Sundays at La Paponita. This is on 18 de Julio across from the big Banco Republica. You don't have to eat. There's no cover charge. The size of the group varies from half a dozen people to 20 or more. And the prices are reasonable (for Uruguay).
