To get Uruguayan passport, first you need to be citizen. To be able to apply for the citizenship, first you need to be resident.
Why start with the last step if ypu haven't done the former steps. Apply for residency and after minimum of 3 years of granted residency go to the Corte Electoral in the Ciydad Vieja and ask if you are able toapply for Uruguayan citizenship. I warn you that you will have to go by yourself as no translators are allowed. To get Uruguayan citizenship means that you are able to understand and speak Spanish fluently, that is the first condition.
