There is availability for below 500US$, but it would take longer time to find, my advice is to arrive Vietnam, stay in a hotel before you can find a house/apartment. Well, search for property on web is a little bit tricky here in Vietnam. Again, you should arrive, find a temporary accommodation (or hotel) before you decided to rent. Internet access, yes, there are plenty of internet company here. You can certainly register when you reside here, cost is free for registration, but as a foreigner, you will be requested to deposit (refunable) US$100 from the beginning.
