Tedious, involved and slow. Paul Tiffer lawyer in MGA does this for people and he has noted this is the case as well as from my experience. i guess it finally come through, but not very easyily.

Plan to use the lawyer. It will take about a year, so you will need to do some visa renewals, but that is simple and inexpensive. The process has about 3 stages to go through the system and those panels only meet every few months. Plan your cost near $1000. Your biggest issue will be to have your documents processed and dated in your country of origin 30-90 days prior to your application. And some must also then be processed in the Nica consulate office in your home country. Little should discourage you from your acceptance but their dates of certification and if you have any criminal issues.
