Does anyone have info on descent size towns that has cooler temperatures (higher elev.) Thank you

You are out of luck as Cambodia has no mountains high enough to lower the temperature except for the highest mountain Phnom Aural which is a protected reserve. Go to the Philippines instead as there are three cities in the Philippines where you can get away from the heat: Bontoc, Baguio, and Tagaytay.
