We brought two dogs with us, so we do know all the hoops one must jump through.

Some small dogs (basically 12 lbs and less) can be transported under your seat on the plane in a cage. However, larger dogs have go in cargo in cages as well, approved for airlines. The paper work and test that have to be run are not fun or easy. They take quite a lot of time, so plan ahead.
