It really all depends on how "modest" your pension is. There are plenty of places to rent with space for a horse, but you would need to consider security issues since those types of properties are usually easily targeted by thieves (yes...there are actually thieves in Sicily! LOL).

If your only concern is finding a place to rent, I assume that you've already gotten past the paperwork hurdle...

As far as finding a place with electric and a phone, I wouldn't worry too much about that. There are very few areas that don't have phone and electric service, even out in the country.
