China: Yantai or Shenyang ?:

We are considering a move to China for my employer, the choice being Shenyang or Yantai. We know Shenyang has a quite large expat community but how does one survive the climate ? Yantai on the other hand has a much nicer climate but is there an international school ? Can somebody provide us a contact in the expat community ? We have 2 small children (2 and 4). Does anybody have experience sending his kids to a Chinese school if there is no int'l school available ? Thanks for all your help !
