It's just like Carlitos said. You can import as much as you want, just keep in mind the taxes add up to 60% over the value + freight + insurance. There are a few items that are exempt if for non-comercial purposes, like books.

Antel and Claro are the only decent options (with contract, there's no decent prepaid options), AFAIK. Antel has better coverage, while Claro is a little less pricey yet fairly decent. Claro dowgrades you to 64kbps (or was it 128kbps? can't remember) after you reach the cap. After you reach the cap, you can pay to get extra traffic at full speed but it's far more costly per MB.

@kimbo47 and there's even more who have no idea of the issue at hand yet oppose. First of all, for those commenting about oxygen treatment, it is ineffective. The concentrations of free oxygen (that is, not within red cells) required to kill the bacteria are too toxic to be a viable treatment. Tetanus is mainly treated with tetanus immune globulin (unless you're allergic). The vaccine has undergone extensive research, is deemed safe, and you definitely don't develop tetanus from it (which doesn't mean you can't develop tetanus after the shot from a cut or whatever, but is extremely unlikely if you are healthy). If you're a pregnant woman, not getting the shot means the fetus is unprotected at birth, and if develops it (could easily happen if the birth doesn't happen at a hospital), not only it will suffer a very traumatic experience, but might as well die, fatality rates are around 30% for babies. It is an extremely painful experience, it causes major damage to the body (specifically: muscle, skeleton and nervous system), and mortality rates are over 10% for otherwise healthy middle aged person. So it would seem as if the benefits greatly outweigh the risks in this case.

crazyfarmer: Even if she acquires the US citizenship, since she's an Uruguayan citizen, she will not be required any documentation (the only thing she will need is an utility bill in her name, or she can go to the police station with two witnesses and get a certificate that will also satisfy the requirement) to open a bank account, regardless of regulations (which may or may not apply, I would need to investigate that), the bank will simply not ask any questions.
