I was excited to read about the ecobici program in BA but so far (10 days), I have seen only one of their bikes on the street and none at the stations. Am I missing something? How do you find a bike after you have signed up for ecobici?

What is the best option for cell phone service from Chile to USA. I am assuming I should get a cell phone after arriving in Chile rather than keep my US phone and pay ridiculous international plan rates?
