Nope, no suh specific parks here. Well, it depends. I would say 70% of people (older) does not know a word in English. 20% is in pre inermediate level and the rest can explain smthingto you if you ask.

Hi. Well, it depends on your qualifications and as well as on your luck. You can check local sites for job openings and see if there is something for you. (Jobsearch.az I.e). I personally think there is demand for finance professionals right now. Or IT support, engineers and doctors as said.

Well, I would recommend to contact with Ministry of Education of the Azerbaijan Republic. Because you sould firstly have a license as far as I know.
