Unfortunately both the Fellini's and La Pomponita lunch meetings in Montevideo are no longer in existence. The Punta del Este meeting I think is still going on.

You can find apartment buildings with heat. The newest ones tend to have individualized electric heat -- this means you can set the temperatures as you like, and pay for the electricity which is VERY expensive in Uruguay. Many of the older (but still modern) apartment buildings have central heating (central losa) which is included in your common expenses (gastos communes) -- it generally keeps your apartment nice and warm and is a reasonable cost.

You can search by apartment size, neighborhood, cost, etc. Look for "central losa" in the descriptions. If your Spanish is not good, you can use google translate to help with the descriptions.
Uruguay: Dead Sea Salt:
I wonder if anyone happens knows of anywhere that might sell dead sea salt (preferably in Montevideo)?
This is not table salt, it is used for baths, etc. and usually comes in 2 to 5 lbs or more bags (or containers).

You could find a fairly inexpensive ordinary cell phone in Uruguay.
But smart phones can be quite expensive (about twice the price you might pay in the USA). I would suggest you purchase one before you depart and bring it with you.
The kind of phone you need is one which is an UNLOCKED GSM phone. FYI there are two technology standards in cell phones available in the USA and they are CDMA and GSM -- they are completely incompatible with each other. ONLY GSM will work in Uruguay. Make sure your phone is GSM and is UNLOCKED.
If you do a search on Amazon for "unlocked gsm phone" you will get an idea of what is available and the costs.
When you get here just purchase a pre-paid sim card (that slips into your phone) and you are in business. You will want to be sure to ask for one that includes data, that way you will also have internet access. The cost for a pre-paid sim card is nominal (only a few dollars) and you can charge it with as much money as you want and conveniently recharge it as often as you like.
Uruguay: Apartments: "Coming and going anonymously":
Privacy would certainly be a reason. If you have ever had a nosey neighbor you would certainly appreciate this. I've lived with such a neighbor years ago and can tell you it is very unsettling to have your every move monitored. Some people, of course, don't see any need for privacy.
A potential intruder not knowing for sure whether someone is at home or not is a BIG security plus for you, whereas knowing for sure someone is NOT at home is a big security risk.

Yes, you can open an account at BROU without a cedula. You can open a USD account or a UY peso account or both. You will need your passport and probably some other documentation such as drivers license (from home country), utility bill, etc.
It is more difficult (and requires more documentation) if you are US citizen, but easier if you are citizen of another country.
There are no fees if you maintain a certain minimum balance, I think the minimums are USD 1,000 for USD account and $23,000 for UY Peso account -- if you account falls below these amounts there is a monthly fee.

I would recommend you stay in the Pocitos neighborhood (safe & quiet) as it will likely meet your criteria. There are many hotels you can find on Tripadvisor. Personally, I have stayed several times at Hotel Ermitage (moderately priced) and was very happy -- they have a great breakfast.
You absolutely MUST go to Mercado del Puerto for lunch in Cuidad Vieja near the port. There is NO place like it anywhere in the world! You can google it to find out about it. Any taxi can take you, they all know where it is.
